Working with foreigners - International Projects - is challenging. 

Contracts are rigid. Some allow PAYMENT only after finishing the whole project. 

But what about equipment, workers, additional expenses?

Workers refuse to finish projects in order for everybody to be paid. ?

There were additional expenses that we covered from personal savings but now...... SAVINGS ARE GONE! 

We all expect PAYMENT FOR THE WHOLE PROJECT! 

Everybody helped the way he/she could, 

Why workers do NOT understand this difficult situation? 

They were promissed BONUSES (when project ends) but still refused to cooperate. 

Why?

You know ... I would like to sympathize with you now but ... The mindset of an entrepreneur and a common worker is very different. I've always thought the boss should consider this point when planning. Ordinary people don't want to take risks. I have come across this position many times. This is normal for lower-level workers. Don't you have an insurance fund for such a case?
